Recently, the general office of the municipal government issued the opinions on promoting the development of the integrated circuit industry, playing a "combined fist" to promote the high-quality development of the integrated circuit industry. This opinion proposes to integrate technical resources and build a high-end chip packaging and testing base around the needs of multimedia chip, artificial intelligence chip and IOT chip design enterprises.
1. Building an industrial ecosystem with integrated circuit manufacturing as the core
In terms of development objectives, the above opinions put forward that the material, design, manufacturing, sealing and testing industries will be improved around the subdivisions of high-performance integrated circuits, power devices, intelligent sensors and other fields, so as to expand the industrial scale and create a domestic first-class industrial ecology. By 2025, the design capacity will be significantly improved, major breakthroughs will be made in materials, manufacturing, sealing and testing technology and production capacity, and the closed-loop ecology of the industrial chain will be basically formed; Cultivate 8-10 leading enterprises and more than 20 leading enterprises with core competitiveness, form a 50billion level industrial scale, and create a highly competitive industrial cluster and innovation development highland in the field of power devices and integrated circuit design.
According to the above opinions, Jinan will implement the manufacturing chain supplement project, support the construction of major integrated circuit manufacturing projects in line with the national industrial policies, deepen cooperation with the main integrated circuit enterprises recognized by the state, promote the construction of integrated circuit manufacturing production lines, and accelerate the realization of efficient production capacity. Support the construction of power semiconductor production lines, guide upstream and downstream enterprises to strengthen cooperation and form large-scale manufacturing capacity as soon as possible. The construction of production lines will drive the development of key equipment and materials, and build an industrial ecosystem with integrated circuit manufacturing as the core.
In addition, Jinan will implement the sealing and testing strong chain project. Among them, the third generation semiconductor device level packaging technology R & D and innovation will be actively arranged, leading packaging and testing enterprises at home and abroad will be introduced, and IC packaging and testing enterprises with industry influence will be cultivated in the subdivided fields. Focusing on the needs of multimedia chip, artificial intelligence chip and IOT chip design enterprises, integrate technical resources and build a high-end chip packaging and testing base.
2. Make efforts to fill the gap in the field of semiconductor materials and equipment
According to the above opinions, Jinan will implement the material chain extension project. For new energy automobile, power electronics, aerospace and other application markets, support enterprises to increase R & D efforts and capacity investment in third-generation semiconductor materials and optoelectronic materials, and continue to expand the scale of silicon carbide, lithium niobate and other material industries; Support increasing investment in research and development of new materials in application fields such as high-performance integrated circuits, power devices and intelligent sensors, promote the local industrialization of high-purity graphite and silicon carbide single crystal growth furnaces, and fill the gap in the field of semiconductor materials and equipment.

In addition, the industrial development support service project will be implemented. We will support key enterprises, universities and scientific research institutes to jointly establish integrated circuit industry promotion institutions, gather advantageous resources, and promote industrial collaborative innovation and large-scale development. Support application pilot demonstration in key fields such as artificial intelligence, information security, satellite navigation, new energy vehicles, virtual reality and meta universe. We will improve the level of investment and financing services for the integrated circuit industry, and guide and support investment institutions, application enterprises and integrated circuit enterprises to jointly contribute to the establishment of integrated circuit industry investment funds.
3. Encourage chip products with independent intellectual property rights to be put on the market in Jinan
According to the above opinions, Jinan will encourage districts and counties where conditions permit to guide the development of integrated circuit enterprises in the cluster area, and give rent subsidies to key integrated circuit enterprises that rent production and R & D office space in the cluster area. In the first three years, subsidies will be given year by year according to 70%, 50% and 30% of the actual annual amount. The total amount of subsidies for the same enterprise will not exceed 5million yuan.
In order to support the construction of key projects, Jinan will give a discount of 50% of the annual actual financing interest to the financing costs of key integrated circuit projects listed in the municipal key project library and in line with the national industrial policies. The annual discount amount shall not exceed 20million yuan and the enterprise financing cost, and the maximum discount period shall not exceed 3 years.
In order to support enterprises to carry out packaging and testing, Jinan proposed that design enterprises that carry out reliability and compatibility testing, packaging and verification locally after the completion of streaming will be given a subsidy of no more than 50% of the actual payment, and each enterprise will receive a total annual subsidy of no more than 3million yuan.
In order to encourage enterprises to implement application promotion and extend the industrial chain, the above opinions put forward that those who support manufacturing enterprises to cooperate with integrated circuit enterprises to develop intelligent products and purchase chip or module products will be rewarded at 30% of the annual purchase amount, with a maximum reward of 1million yuan. We will encourage chip products with independent intellectual property rights to be put on the market, carry out pilot demonstration projects for industrial coordinated development in relevant application fields, and give a one-time reward of 200000 yuan.
In order to strengthen talent support, Jinan will deepen the integration of industry and education, support integrated circuit enterprises and universities to jointly build a modern industry college, and give a one-time bonus of 50% of the total construction investment of the enterprise to those recognized above the provincial level, with a maximum of 5million yuan.
In terms of deepening the investment promotion of industrial chain supporting facilities, Jinan will vigorously promote the development of the whole industrial chain of integrated circuits, encourage business investment, stimulate local enterprises to extend the chain, supplement the chain, and strengthen the endogenous power of the chain. For the existing integrated circuit enterprises in our city to introduce supporting enterprises with independent legal personality and a single project investment of more than 10million yuan, the recommended enterprises will be rewarded according to 1% of the funds in place, with a maximum reward of 1million yuan, which will be implemented in two years.
