Based on the in-depth investigation and practice of the automotive industry, representative Wang Fengying put forward three proposals on the high-quality development of China's automotive industry, which are: suggestions on promoting the productivity utilization of China's automotive industry, suggestions on promoting the application of thermal runaway protection technology for power batteries, and suggestions on promoting the rapid development of China's automotive chip industry.
In the context of accelerated changes in the global automotive industry, representative Wang Fengying's proposal this year proposes to continue to focus on the cutting-edge areas of China's automotive industry development, focusing on issues such as the improvement and optimization of capacity utilization, the promotion of battery safety technology, and the rapid development of domestic vehicle specification chips, so as to promote the high-quality development of China's automotive industry.
Proposal 1: give play to the advantages of regional agglomeration, revitalize idle resources, encourage mergers and acquisitions, and speed up the construction of smart factories
Driven by a new round of global scientific and technological revolution and industrial reform, the transformation of the automotive industry has accelerated, and an upsurge of investment in automotive industry projects has been set off in many places. Automotive enterprises have accelerated their deployment in China, and the existing capacity scale of China's automotive industry is further expanding.
However, with the increasingly fierce market competition, the utilization of production capacity shows a development trend of the stronger and the weaker, and the production capacity in the regions where advantageous industries are concentrated is facing shortage. However, a large number of production capacity idle phenomena also appear in many places, resulting in the loss of funds, land, talents and other resources, which not only hinders the local economic development, but also affects the high-quality development of China's automobile industry.
Therefore, representative Wang Fengying suggested:
1、 Give full play to the advantages of regional agglomeration, make full use of existing production capacity, and expand and strengthen the national automobile industry;
2、 Coordinate the development of idle production capacity, encourage mergers and acquisitions, and speed up the construction of smart factories;
3、 Strengthen supervision and establish exit mechanism to avoid resource waste;
4、 Promote domestic and international double circulation, and encourage Chinese car enterprises to "go global" to explore overseas markets.
Proposal 2: give full play to the advantages of top-level design and promote the application of thermal runaway protection technology for power batteries
In recent years, the problem of power battery thermal runaway in the use of new energy vehicles has attracted widespread attention. Data show that in 2021, the number of new energy vehicles in China reached 7.84 million, and about 3000 new energy vehicle fire accidents occurred nationwide. Among them, power battery related safety accidents account for a large proportion.
It is urgent to prevent the thermal runaway of power battery and improve the safety performance of power battery. At present, mature power battery thermal runaway protection technology has been introduced, but due to lack of understanding in the industry, the promotion and application of new technology is not as expected; Users who bought cars before the emergence of related technologies cannot enjoy the protection of these cutting-edge safety technologies.
Therefore, representative Wang Fengying suggested:
1、 Carry out top-level planning at the national level, promote the application of power battery thermal runaway protection technology, and help it become a necessary configuration for new energy vehicles to leave the factory;
2、 Gradually implement the thermal runaway protection technology for the standard power battery of the stock new energy vehicles.
Proposal 3: improve the overall layout and promote the rapid development of China's vehicle specification chip industry
In recent years, the state has paid more and more attention to the development of the semiconductor industry, with unprecedented support, and China's semiconductor industry has gradually started a prairie fire. However, due to the long R & D cycle, high design threshold and large capital investment of vehicle specification chips, Chinese chip enterprises have low willingness to make vehicle specification chips and fail to achieve independent control in this field.
Since 2021, due to various factors, there has been a serious shortage of chip supply in the automotive industry, which has affected the development of China's automotive industry to make further breakthroughs.
Therefore, representative Wang Fengying suggested:
1、 Give priority to solving the problem of "lack of core" in the short term;
2、 In the medium term, improve the industrial layout and realize independent control;
3、 Build a long-term mechanism for the introduction and training of industrial talents to achieve long-term sustainable development.
